Bosque Advisors, LLC was founded in the fall of 2021 as the only New Mexican owned and New Mexico located municipal advising firm in the state. Bosque Advisors provides New Mexico cities, counties, higher education institutions, and school districts with access to a full-service municipal advising firm.

Mark F. Valenzuela
Managing Principal
Mark has spent more than 25 years working in public finance either working for governmental entities – City of Albuquerque; New Mexico Finance Authority – or as an investment banking underwriter or municipal financial advisor. In fact, Mark spent several years as the financial advisor to the Albuquerque Metropolitan Arroyo Flood Control Authority, until he returned to state government to serve as Principal Analyst for the Legislative Finance Committee from April 2018 to December 2021. In the fall of 2021, Mark founded Bosque Advisors, LLC, to support and re-engage former clients. Mark began the firm to be New Mexico focused, provide clients the services of a full-service municipal advisory firm, and serve as an independent advisor. In this way, the Firm is a true fiduciary to clients, owing a duty of loyalty and a duty of care.
Mark’s expertise is multifaceted with exposure to crafting public finance statutes in New Mexico, to structuring bond issuances for every type of government entity in New Mexico, and to underwriting bonds for New Mexico and Texas issuers. During his career, he has worked on transactions as small as $1 million and transactions greater than $1 billion dollars. The largest transaction Mark participated was a complex fixed and variable rate transaction for New Mexico Department of Transportation. The financing, $1.1 billion, included $440 million of interest rate swaps, hedged to underlying variable debt obligations. Mark brings a high level of confidence based on his experience to transactions of all types.
As mentioned, Mark served AMAFCA as its financial advisor in the past. From 2010 to 2017, Mark was a Senior Vice President for George K. Baum & Company, where he built a client base in New Mexico and Texas. In late 2017, Mark transitioned to Hilltop Securities, Inc. a Texas-based investment bank before returning to the public sector.
Prior to joining private sector firms, Mark gained experience in governmental finance by working for the New Mexico Finance Authority from 2004 to 2009 and served as the Deputy Chief Administrative Officer for Finance & Administration for the City of Albuquerque in 2009.
Mark earned a Master of Business Administration from the University of New Mexico and a Bachelor of Science in Technical Communication from New Mexico Institute of Mining and Technology.

John D. Archuleta
Senior Vice President
John D. Archuleta is a Senior Vice President with Bosque Advisors, LLC. Formerly, John was the Director with Stifel. Mr. Archuleta joined Stifel in 2019 through its acquisition of substantially all of the assets of George K. Baum & Company (GKB). He joined GKB in 1998 and has been involved in public finance in New Mexico since 1973.
Mr. Archuleta is responsible for municipal advisory and underwriting services for educational institutions, municipal and county general obligation bonds, and structured revenue debt issues. He has specialized in New Mexico financing and has performed underwriting and/or financial advisory services for counties, cities, school districts, state universities, special authorities and the state. In the last five years, he has structured and managed more than $2 billion of municipal obligations for a variety of issuers throughout the state of New Mexico.
Additionally, Mr. Archuleta has extensive experience in legislative matters and was instrumental in drafting and passage of legislation affecting the issuance of revenue bonds for counties and the Education Technology Equipment Act. He continues to work closely with the state legislature.
John is a native New Mexican, a graduate of New Mexico State University and brings over 45 years of experience in several areas including public finance and policy analysis for higher education operations and legislature matters.
Mr. Archuleta holds a BBA from New Mexico State University. John is registered with the Securities and Exchange Commission and the Municipal Securities Rulemaking Board, holding a Series 50, Series 52 and Series 63 Licenses.
John and Mark Valenzuela were partners in the GKB office in New Mexico from 2010 to 2018.

Nathaniel Gomez-Valenzuela
Analyst
Nathaniel Valenzuela joined the firm in July 2023 on a full-time basis, after having completed a summer internship with Bosque. In December, he successfully passed the Series 50 securities licensing exam.
Nathaniel serves as a financial analyst for Bosque Advisors with heavy emphasis on maintaining the Firm’s core data and informational files for Clients. Principally, he works within publicly available data repositories provided by local, state or federal governmental entities. He is actively working to pull data from the New Mexico Taxation & Revenue Department (i.e., gross receipts taxes), the New Mexico Department of Finance and Administration (i.e., property taxes), the State Auditor’s Office (i.e., financial audits), and Bernalillo County Tax Assessor and Treasurer Office, among others. Nathaniel has developed templates for organizing data to ensure commonality among different types of clients.
His role at the firm, aside from synthesizing large amounts of data, is to run simulations on debt portfolios for clients, based on several variables. Based on guidance from the Firm’s senior advisors, Nathaniel will develop financing structures for planned infrastructure projects based on current bond market pricing. He has developed several financing models to quantify the coupon-yield relationship to pricing bonds and its impact on total project funding needs. He is familiar with Munex, Python, Matlab and R programs.
Nathaniel’s role in this engagement will be to structure current and future bond issuances based on direction from AMAFCA and Bosque’s Managing Principal. Several factors will be incorporated into the analysis he will prepare such as the letting schedule for planned construction projects, anticipated arbitrage implications of issuing tax exempt bonds, revenue capacity of the annual property tax revenues, bonding capacity, and available cash balances in the debt service accounts.
Nathaniel earned a Bachelor of Science degree in Mathematics from New Mexico Institute of Mining and Technology in May 2023.
